I have had my '99 Savage for about a year & half now. My only complaint has been the buzz emanating from the speedo. It only happens during hot weather.
I have been intending to fabricate a soft silicone gasket to place under the unit in addition to the factory gasket, but your diagnosis of the problem makes a lot more sense. I'm going to pull the tank tonight after work.
I am a fan of Duct tape, however I hate the way the adhesive gets real gummy when it gets hot. I'm thinking of spraying the bolts with that spray-on vinyl recommended for tool handles.
